Proposal / Tendering Manager - Offshore Wind

Job Description Summary : You will be working as Proposal / Tendering Manager in the Project Management Office (PMO) of the GE Offshore Wind Business. You will be leadthe costing and the technical response on international wind offshore deals from reception of the request of quotation provided by our clients, to negotiation, up to contract signature on the PMO scope of works which include outbound transportation, marshalling harbor, installation, commissioning,and marine operations of the GE Wind turbines. You will also work as part of a PMO team of proposal managers to develop processes, standards, tools and methodologies to drive PMO cost estimates, mitigate risks and increase opportunities.

Essential Responsibilities

  • As part of the deal team, based on the analysis of the client’s requirements and the commercial team strategy, you will define the best answering strategies for the PMO scope of work which include outbound transport, marshalling harbor, installation, commissioning, and marine operations of GE Wind turbines
  • You will be working in close partnership with the Technical Proposal Manager and other key stakeholders of the GE commercial team
  • You will define the key assumptions on which the PMO costing will be based upon, and cross-functionally manage the PMO team of specialists to provide the most effective and relevant PMO costing, define & mitigate risks and find opportunities
  • You will participate in the writing of the commercial and technical proposal for the PMO scope and will define the scope matrix between PMO and the client’s scope
  • You will be accountable for the PMO offer and will support and lead with the PMO specialists the PMO discussions during the client’s clarifications and negotiation meetings up to the contract signature
  • You will participate in the development of the PMO tendering team tools and processes, and help in the development of the most effective, cost efficient and risk neutral execution strategies

Qualifications/Requirements

  • Master in engineering (naval construction, mechanical, electrical) or equivalent experience/knowledge
  • 5+ years experience in the energy sector and/or wind business and/or offshore business

Desired Characteristics

  • Experience in project management, engineering, commercial or tendering in offshore / marine industrie
  • Demonstrated ability to lead programs / projects and to coordinate several projects simultaneously
  • Strong willingness to develop knowledge and expertise in PMO scope (outbound transport, marshalling harbor, installation, commissioning, marine operations...)
  • Enthusiasm and curiosity for technology and renewable energy
  • Fluent in English (speaking and writing skills)
  • Strong oral and written communication skills
  • Demonstrated ability to analyze and resolve problems
  • Lead initiatives of moderate scope and impact
  • Willingness to work intensively during negotiation period
  • Notions in VBA will be a plus
